This objective was addressed by the submission of a background paper by a member of CERD, Theodor van Boven, entitled "United Nations strategies to combat racism and racial discrimination: past experiences and present perspectives", to the sessional working group of the Commission on Human Rights to review and formulate proposals for the World Conference (E/CN.4/1999/WG.1/BP.7).
