For children born abroad with birth certificates transcribed in the country, the personal number code is granted by the civil state officer within the territorial administration unit where the birth certificate is registered, if the birth was registered at the competent local bodies of the respective state, irrespective of whether he is a Romanian citizen residing in Romania or a Romanian citizen residing abroad, in the latter the responsibility of transcription will be assigned to the mayor's office where the person has had the last residence in the country.

321.
