В пятой резолюции, озаглавленной <<Операции Ближневосточного агентства Организации Объединенных Наций для помощи палестинским беженцам и организации работ>>, Генеральная Ассамблея отметила функционирование штаб-квартиры Агентства в городе Газа на базе Соглашения о штаб-квартире между Агентством и Палестинским органом; призвала Израиль признать деюре применимость Женевской конвенции о защите гражданского населения во время войны от 12 августа 1949 года и соблюдать статьи 100, 104 и 105 Устава Организации Объединенных Наций и Конвенцию о привилегиях и иммунитетах Объединенных Наций в том, что касается безопасности персонала Агентства, защиты его учреждений и целостности объектов Агентства на оккупированной палестинской территории, включая Иерусалим; призвала далее Израиль, в частности, прекратить чинить препятствия передвижению персонала, автомобилей и предметов снабжения Агентства, что пагубно сказывается на деятельности Агентства; вновь призвала правительство Израиля компенсировать Агентству ущерб, причиненный его имуществу и объектам в результате действий израильской стороны; просила Генерального комиссара Агентства приступить к выдаче удостоверений личности палестинским беженцам и их потомкам на оккупированной палестинской территории; отметила, что новая обстановка, сложившаяся благодаря подписанию Израилем и Организацией освобождения Палестины (ООП) Декларации принципов о временных мерах по самоуправлению и последующих имплементационных соглашений, существенно отразилась на деятельности Агентства, которому предлагается теперь в тесном сотрудничестве со Специальным координатором Организации Объединенных Наций по ближневосточному мирному процессу и Личным представителем Генерального секретаря при ООП и Палестинском органе, специализированными учреждениями и Всемирным банком продолжать содействовать укреплению социально-экономической стабильности на оккупированной территории; отметила также, что функционирование Агентства попрежнему имеет важнейшее значение во всех районах его деятельности; отметила далее существенный успех осуществляемой Агентством Программы выполнения мирных соглашений; выразила озабоченность по поводу сохранения в связи с финансовым кризисом режима жесткой экономии, который повлиял на качество и уровень некоторых услуг, предоставляемых Агентством; вновь просила Генерального комиссара приступить к модернизации архивов Агентства; и настоятельно призвала все государства, специализированные учреждения и неправительственные организации продолжать выплату и увеличивать размер своих взносов Агентству, с тем чтобы смягчить нынешние финансовые трудности и содействовать Агентству в продолжении предоставления палестинским беженцам самой элементарной и эффективной помощи (резолюция 55/127).
