В том же декрете Совет рекомендовал правительству Словацкой Республики в целях соблюдения положений основных документов о правах человека и обеспечения единообразия применяемых медицинскими учреждениями процедур стерилизации обеспечить подготовку Министерством здравоохранения Словацкой Республики проекта приказа о порядке создания условий, гарантирующих получение осознанного согласия женщин на стерилизацию в соответствии с принятым в 2011 году постановлением Международной федерации акушерства и гинекологии (МФАГ) о проведении стерилизации в целях предупреждения беременности; Совет также рекомендовал обеспечить принятие необходимых мер контроля за применением Закона № 576/2004 Coll. в целях обеспечения соблюдения всех процедур получения полностью осознанного согласия от женщин, обращающихся в медицинские учреждения за услугами по стерилизации; обеспечить организацию специальной подготовки для медицинского персонала по вопросам создания условий для получения осознанного согласия на стерилизацию, преодоления стереотипов, бытующих в создании многих медицинских работников относительно рома как этнической группы, а также воспитания корректного, уважительного и недискриминационного отношения к пациентам, принадлежащим к этническим меньшинствам и другим уязвимым группам населения; Совет обязал своего председателя ознакомить с этим решением членов правительства Словацкой Республики.

In its Decree, the Council took into account the first-instance court decision related to the process of the elementary school with kindergarten in Šarišské Michaľany when placing children of Roma origin into separate classes; the Council has pointed out that in view of the School Act, one of the main principles in education and upbringing is the prohibition of all forms of racial discrimination, in particular segregation, to the need for a legislative outline of the terms of segregation and inclusion in the Anti-Discrimination Act, the School Act and in other relevant legislation; to the need for elaboration of guidelines for identification, monitoring and elimination of the segregation of various vulnerable groups in different situations, and particular plans for inclusive education for different target groups of pupils and students with special educational and upbringing needs, mainly Roma persons, persons living in marginalized environments of social exclusion, persons with health disabilities, members of national minorities, foreigners and immigrants, and for different situations in which the stated target groups could find themselves, while particular features of the target groups should be considered when creating an inclusive school environment; to the need to adopt systemic public policies in the area of inclusive education, including social policies; the Council has recommended to the Government of the Slovak Republic to entrust members relevant as for the subject-matter to initiate inclusion of the performance of the proposed recommendation in the plan of their tasks; when performing the stated tasks, to apply the conclusions and recommendations adopted by the Working Group of the Government Council of the Slovak Republic for Human Rights, National Minorities and Gender Equality for the area of inclusive education adopted by the Council; the Council has imposed an obligation on the Council chairman to make members of the Government of the Slovak Republic familiar with the stated Decree of the Council.
В нем Совет принял во внимание решение суда первой инстанции по делу школы-детского сада в поселке Шаришске Михаланы, где дети ромского происхождения были сведены в отдельные классы; Совет указал, что, согласно Закону о школе, одним из основных принципов образования и воспитания является запрещение всех форм расовой дискриминации, и в частности сегрегации; он также отметил необходимость законодательно определить признаки сегрегации и включить соответствующие положения в Закон о борьбе с дискриминацией, Закон о школе и другие соответствующие нормативные акты, разработать руководящие принципы выявления, мониторинга и устранения сегрегации различных уязвимых групп в разных ситуациях и конкретные планы охвата всеобщим образованием различных групп школьников и студентов с особыми потребностями в сфере обучения и воспитания - прежде всего таких, как рома, лица, живущие в условиях маргинализации и социального отчуждения, лица с отклонениями в состоянии здоровья, национальные меньшинства, иностранцы и иммигранты - с учетом также различных ситуаций, в которых могут находиться представители упомянутых групп, чьи особенности должны приниматься во внимание при создании в школах атмосферы всеобщей вовлеченности; а также применять системный подход к государственной политике по вопросам всеобщего образования, включая соответствующую социальную политику; Совет рекомендовал правительству Словацкой Республики поручить членам кабинета, ответственным за вышеуказанные вопросы, выступить с инициативой включения мер по выполнению этой рекомендации в планы своей работы, при выполнении которых следует руководствоваться выводами и рекомендациями рабочей группы Совета по правам человека, национальным меньшинствам и гендерному равенству при правительстве Словацкой Республики по вопросам всеобщего образования, которые были утверждены Советом; Совет обязал своего председателя ознакомить с этим декретом Совета членов правительства Словацкой Республики.
