Article 22 of the Council of Europe Framework Convention unequivocally states that: "Nothing in the present Framework Convention shall be construed as limiting or derogating from any of the human rights and fundamental freedoms which may be ensured under the laws of any Contracting Party or under any other agreement to which it is a party".

The ECOWAS Mediator and the Comité national pour le redressement de la democratie et la restauration de l'État have agreed to adopt the present Framework Agreement for implementation of the Solemn Undertaking of 1 April 2012, which reads as follows:

2. The present framework report highlights developments since 2009, underscoring those which have specifically helped to achieve progress on the four global objectives on forests, the non-legally binding instrument on all types of forests (forest instrument) and the International Year of Forests, 2011 (Forests 2011).
