Ms. RUMSEY (Commission of the Churches on International Affairs of the World Council of Churches) called particular attention to the serious human rights situation in various countries: in Sri Lanka, where cosmetic operations had failed to conceal the continuing imposition of hardship, including an embargo on the movement of essential items; in Bougainville, where the military blockade - affecting medical as well as other supplies - persisted and where atrocities by the security forces were regularly reported; in East Timor and Indonesia, where continued military repression and virtual impunity for violators of human rights went hand in hand and where State intervention in the internal matters of the Church had caused tension; in Haiti, where peasant communities and their organizations, political opponents of the regime, students and teachers, independent radio stations and members of the various religious denominations had been singled out for especially severe, massive and persistent repression; in Guatemala, where tentative peace negotiations and gestures of appeasement had not fundamentally changed the human rights situation, which was characterized by denunciations, harassment and brutal intimidation and where the appointment of a Special Rapporteur by the Commission was called for; in Colombia, where the situation was characterized, in the words of the Special Rapporteur, by "continued human rights violations, including extrajudicial, summary and arbitrary executions" and by impunity and the absence of compensation; in Zaire, where the Government of President Mobutu continued to obstruct democratization and to deny human rights, and where the serious maltreatment of minorities in the province of Shaba required investigation; and in the Sudan, where the situation continued to give rise to deep concern.
