In the light of the Committee's previous concluding observations (CCPR/CO/71/VEN, para. 28) and the information contained in the State party report (CCPR/C/VEN/4, paras. 160 - 168), please describe the measures adopted to guarantee that the prior, free and informed consent of indigenous peoples is obtained before granting licences for development or exploration in indigenous territories, providing concrete examples of consultations, such as in the cases of the Pemón, Yekuana and Sanema peoples.
