Faced with the lack of real progress in the subregional integration process and in view of the international environment, UDEAC had been seeking fresh approaches to integration in Central Africa based on: (a) a new definition of the role of the State; (b) the Regional Reform Programme (RRP) aimed at simplifying fiscal and customs systems, instituting a procedure for inter-State transit (TIPAC), and developing monetary cooperation; (c) the strengthening of the institutional framework to help ensure the success of the RRP, one stage of which was the recent establishment of the Central African Economic and Monetary Community (CEMAC); and (d) sectoral policies, with priority being granted, in the current transitional phase, to agriculture, the environment industry, trade and transport.
Ante la falta de progresos generales en el proceso de integración subregional y habida cuenta del entorno internacional, la UAEAC había buscado nuevos enfoques a la integración en Africa central basados en: a) una nueva definición de la función del Estado; b) el Programa de Reforma Regional (PRR) dirigido a simplificar los sistemas fiscales y aduaneros, estableciendo un régimen interestatal de tránsito (TIPAC) y desarrollando la cooperación monetaria; c) el fortalecimiento del marco institucional para contribuir al éxito del PRR, una de cuyas etapas había sido el reciente establecimiento de la Comunidad Económica Monetaria del Africa Central (CEMAC); y d) política sectorial, concediéndose prioridad, en la actual fase de transición, a la agricultura, el medio ambiente, la industria, el comercio y el transporte.
