Si bien Cuba no participa en ese tratado por considerarlo un instrumento discriminatorio que establece, al parecer a perpetuidad, dos tipos de Estados diferentes, comprende la frustración que sienten muchos países por la forma, en nuestra opinión parcial, en que se aplica dicho instrumento.
