– having regard to European Court of Auditors (ECA) Special Report No 19/2017 of December 2017 entitled ‘Import procedures: shortcomings in the legal framework and an ineffective implementation impact the financial interests of the EU’,

ottaa huomioon Euroopan tilintarkastustuomioistuimen 5 päivänä joulukuuta 2017 antaman erityiskertomuksen nro 19/2017 ”Tuontimenettelyt: oikeuskehyksen puutteet ja täytäntöönpanon tehottomuus vaikuttavat EU:n taloudellisiin etuihin”,
Amendment Having regard to the European Court of Auditors’ special report No 19/2017 of 5 December 2017 entitled ‘Import procedures: shortcomings in the legal framework and an ineffective implementation impact the financial interests of the EU’;

On tärkeää luoda yhtenäiset menettelyt kolmansista maista peräisin olevien yhteisön alueelle tuotavien rehujen ja elintarvikkeiden valvontaa varten, ottaen huomioon, että yhdenmukaiset tuontimenettelyt on jo vahvistettu eläinperäisten elintarvikkeiden osalta neuvoston direktiivin 97/78/EY (9) nojalla ja elävien eläinten osalta neuvoston direktiivin 91/496/ETY (10) nojalla.
It is important to create uniform procedures for the control of feed and food from third countries introduced into the territory of the Community, taking into account that harmonised import procedures have already been established for food of animal origin by virtue of Council Directive 97/78/EC (9), and for live animals by virtue of Council Directive 91/496/EEC (10).

Tarkistus (14 a) Euroopan tilintarkastustuomioistuimen äskettäin hyväksymissä kahdessa tullialaa koskevassa erityiskertomuksessa eli 5 päivänä joulukuuta 2017 annetussa erityiskertomuksessa nro 19/2017 ”Tuontimenettelyt: oikeuskehyksen puutteet ja täytäntöönpanon tehottomuus vaikuttavat EU:n taloudellisiin etuihin” sekä 10 päivänä lokakuuta 2018 annetussa erityiskertomuksessa nro 26/2018 ”Mikä on viivästyttänyt tullin tietoteknisten järjestelmien toteuttamista?” esitettyjen päätelmien mukaisesti tulliyhteistyötä koskevan Tulli-ohjelman piirissä toteutetuilla toimenpiteillä olisi pyrittävä korjaamaan esitettyjä puutteita.
(14a) In line with the findings contained on the two special reports adopted recently by the European Court of Auditors in the field of customs, namely special report No 19/2017 of 5 December 2017 entitled ‘Import procedures: shortcomings in the legal framework and an ineffective implementation impact the financial interests of the EU’, and special report No 26/2018 of 10 October 2018 entitled ‘A series of delays in Customs IT systems: what went wrong?’, the actions undertaken within the ‘Customs’ programme for cooperation in the field of customs should aim at tackling the shortcomings signalled.
