2. Calls on the Executive Director to support, within the framework of the Programme for the Development and Periodic Review of Environmental Law for the First Decade of the Twenty-first Century and within available resources, the improvement of the capacity of those involved in the process of promoting, implementing, developing and enforcing environmental law at the national and local levels such as judges, prosecutors legislators and other relevant stakeholder, to carry out their functions on a well informed basis with the necessary skills, information and material with a view to mobilizing the full potential of the judiciaries around the world for the implementation and enforcement of environmental law, and promoting access to justice for the settlement of environmental disputes, public participation in environmental decision-making, the protection and advancement of environmental rights and public access to relevant information;
2. Demande au Directeur exécutif d'appuyer, dans le cadre du Programme pour le développement et l'examen périodique du droit de l'environnement au cours de la première décennie du XXIe siècle, et dans la limite des ressources disponibles, le renforcement des capacités de ceux qui sont associés à la promotion, à la mise en oeuvre, à l'élaboration et à la mise en application du droit de l'environnement aux niveaux national et local, tels que les juges, procureurs, législateurs et autres parties prenantes, pour qu'ils puissent s'acquitter de leurs fonctions en connaissance de cause et en disposant des compétences, informations et matériels nécessaires, afin de mobiliser pleinement le potentiel des autorités judiciaires dans le monde entier pour la mise en place et l'application effective du droit de l'environnement, et de promouvoir l'accès à la justice pour le règlement des conflits environnementaux, la participation du public à la prise de décisions sur l'environnement, la protection et la promotion des droits environnementaux et l'accès du public aux informations pertinentes;
