Efforts will therefore be directed at assisting States bordering enclosed, semi-enclosed and open seas to protect their coastal and marine areas by improving regional, interregional and global cooperation, by identifying, publicizing and addressing threats through the promotion of progressive development of sustainable national, regional and global programmes, legal and economic policy instruments, and through fostering effective implementation of the provisions of chapter 17 of Agenda 21, the United Nations Convention on the Law of the Sea and other relevant international and regional agreements.
