Pursuant to that decision, three requirements had to be met: first of all, a State Member had to take the initiative of requesting the Secretary-General to convene the Commission (as Canada had done on 9 May); secondly, the majority of States members of the Commission to whom the request was submitted had to express support for the convening of a special session within four working days (as had been the case on 16 May); thirdly, a further period of from 4 to 6 working days was necessary to open the session itself (as Whit Monday had been a bank holiday, the Secretariat had acted within the minimum period prescribed).
