The Committee recalls its general recommendation No. 15 (1993) on article 4, according to which all provisions of article 4 of the Convention are of a mandatory character, and recommends that the State party establish a clear and transparent definition of hate speech and hate crimes with a view to observing a balance between the right to freedom of expression and overt expressions of racist views according to article 4 and ban organizations promoting racism and racial discrimination.
