63. Après évaluation de l'état d'application du paragraphe 12 de l'article 44 de la loi récapitulative conformément à la décision de la <<conférence conjointe*>> de la Présidence du Conseil des ministres sur l'UNAR, le Bureau a proposé aux régions un mémorandum d'accord pour la création d'observatoires/centres de suivi régionaux chargés de prévenir et d'éliminer les discriminations et de promouvoir la diffusion d'une culture du respect de la diversité dans une perspective d'échanges et de renforcement mutuels (forums conjoints réunissant la Conférence État-régions, la Conférence État-Cités et les autorités autonomes locales).
63. After assessing the implementation status of paragraph 12 of Article 44 of the Consolidated Act in accordance with the Office "Joint Conference*" of the Presidency of the Council of Ministers - UNAR has then proposed to the Regions a memorandum of understanding for the creation of regional Observatories/Monitoring Centres to prevent and tackle discriminations and to promote the diffusion of the culture of respect for diversity, in the perspective of a mutual exchange and reinforcement (*joint forum comprising the Conference State-Regions, the Conference State-Cities and local self-government authorities).

Compte tenu de ce qui a été exprimé et des engagements pris durant la Conférence État-régions, le Ministère de la justice est déterminé à demander aux régions et collectivités locales d'assurer aux mères détenues l'accès aux services socio-sanitaires et socioéducatifs, en mettant en place des structures de caractère familial qui le permettent.
In relation to what has been expressed and in consideration of the commitments expressed during the Conference State - Regions, the Ministry of Justice is strongly committed to urging the Regions and local administrations to ensure access to socio-health and socio-educational services for mother detainees also through the realization of structures of a family character to allow for this type of use.

16. Dans un souci de clarté, il convient de préciser que l'État n'a pas encore défini les niveaux essentiels concernant la prestation de services sociaux (LIVEAS), qui devraient être établis conjointement avec la Conférence État-régions, laquelle associe également des organismes locaux, outre les ministères compétents.
16. For clarity of information it is necessary to specify that the State has not yet defined the essential levels for the provision of social services (LIVEAS) that would have to be established together with the Conference State-Regions, also including local bodies besides the competent Ministries.
