Some delegations emphasized that the office responsible, namely, the Office of the Special Coordinator for Africa and the Least Developed Countries, relied in the same manner as section 8 of the programme budget, on the mandate duly adopted by the General Assembly and, as a result, was part of the areas that the Secretary-General, according to sections B and F of his letter of 17 March 1997 (A/51/829), could not change without consultation with and prior approval of Member States.
