1. The Turkish Straits, composed of the Sea of Marmara and the straits of Istanbul and of Çanakkale, are unique in many respects.

Particular questions as to the conformity of national rules and regulations on navigation with international rules and regulations arose last year with respect to the Turkish Regulations for Traffic Order in the Area of Straits and the Sea of Marmara and the 1994 IMO Rules and Recommendations on Navigation through the Strait of Istanbul, the Strait of Çanakkale and the Sea of Marmara (see A/49/631, paras. 118-122).

4. The Sea of Marmara, between the Istanbul and the Çanakkale straits, is an internal body of water of Turkey, with a densely populated coastline, through which every transiting vessel has to pass.

At that meeting, Turkey stated its concern that the Mediterranean and Black seas should remain separate geographic entities, and that cooperative arrangements, whether under the Barcelona Convention, the Bern Convention on the Conservation of European Wildlife or the Bonn Convention on the Conservation of Migratory Species of Wild Animals, could not cover the Sea of Marmara or the straits.

Some of the measures taken by States bordering straits have met with protests by user States, e.g., Turkey's decision to impose its national maritime traffic regulations in the Strait of Istanbul, the Strait of Çanakkale and the Sea of Marmara met with protests, including a protest to the Secretary-General of the United Nations by the Russian Federation (see A/49/631, para. 121).115
