236. In case No. 1948/2010 (Turchenyak et al. v. Belarus), the authors claimed that their right to freedom of expression and to peaceful assembly had been restricted arbitrarily by the refusal of the Brest authorities to authorize holding pickets in a pedestrian area of the city with the purpose of drawing citizen's attention to the issues regarding the erection of a monument devoted to the 1,000th anniversary of Brest.

В деле № 1948/2010 (Турченяк и др. против Беларуси) авторы утверждали, что их право на свободу выражения мнений и на мирные собрания было ограничено произвольным отказом властей Бреста разрешить проведение пикетов в пешеходной зоне города с целью привлечь внимание граждан к вопросам, касающимся возведения памятника, посвященного 1 000-летию Бреста.

However, the Committee points out that the national authorities refused to allow the authors to hold pickets at the location of their choice and thus restricted their right to impart their concerns regarding the erection of a monument dedicated to the 1,000th anniversary of Brest, solely on the grounds that according to Brest City Executive Committee Decision No. 1715 of 25 October 2006, a particular place has been designated for such mass events.
