A good example of an effective division of labour between the Council and the Second Committee was the groundwork laid in the Council for the Quadrennial Comprehensive Policy Review, with contributions from the United Nations system, civil society and the private sector.

Rafendi Djamin (Représentant de l'Indonésie à la Commission intergouvernementale des droits de l'homme de l'Association des nations de l'Asie du Sud-Est (ASEAN)) a exposé les travaux préparatoires entrepris par l'ASEAN en vue de la mise en place d'une politique relative à la responsabilité sociale des entreprises et de son alignement sur les Principes directeurs, en signalant que ces derniers étaient très mal connus dans la région.

Among the subjects that claim our attention, I would focus on the following: human rights, in order to strengthen the impact of this essential dimension in all the activities of the United Nations, particularly through the immediate creation of a Human Rights Council on the basis of the positive groundwork laid in the preparatory work of the High-level Meeting; the establishment of the Peacebuilding Commission, an innovative body; the reform of the main bodies of our Organization, including the urgent need to enlarge the Security Council in both categories of membership in order to make the Council more representative of the realities at the beginning of the twenty-first century and to make it more transparent and more effective; giving concrete form to the idea of "the responsibility to protect", whose confirmation in the final document is one of the main breakthroughs of the recent High-level Meeting; and finally, the reform of the administrative and financial management of the United Nations in order to consolidate the effectiveness and integrity of the Organization.
Parmi les sujets qui devront retenir notre attention, je voudrais insister en particulier sur les suivants : les droits de l'homme, en vue de renforcer l'impact de cette dimension essentielle dans toutes les activités de l'ONU, notamment à travers la mise en place urgente du Conseil des droits de l'homme, et en nous basant sur les acquis positifs des travaux préparatoires du Sommet; la mise en place de cet organe innovateur qu'est la Commission de consolidation de la paix; la réforme des organes principaux de notre Organisation, dont notamment l'élargissement urgent du Conseil de sécurité dans les deux catégories de membres en vue de le rendre plus représentatif des réalités de ce début du XXIe siècle, plus transparent et plus efficace; la concrétisation de la notion de << responsabilité de protéger >>, dont la confirmation dans le document final constitue, à mon sens, l'une des principales, en fait la principale, avancées du récent sommet; et enfin, la réforme de la gestion administrative et financière de l'ONU, afin que l'efficacité et l'intégrité de notre organisation se trouvent consolidées.
