Mrs. FLORES (Uruguay) said that it appeared from the written observations submitted by Member States with respect to the procedure provided for under article 11 of the statute of the Administrative Tribunal that they were primarily concerned about the terms of reference of the Committee on Applications for Review of Administrative Tribunal Judgements, which was limited solely to the consideration of applications in order to determine whether there were grounds for requesting an advisory opinion of the International Court of Justice. Such requests had been made in only three cases, although the Committee had considered over 80 applications. Secondly, Member States were concerned about the Committee's jurisdiction. Since staff members did not always understand the extremely limited scope of the review procedure and often submitted requests which had no prospects whatsoever of success.
